Sıfır Karbon Bina Hızlandırıcı (ZCBA) projesi kapsamında, Gaziantep Büyükşehir Belediyesi ile birlikte yürütülen titiz bir çalışma sonucunda Gaziantep Bina Sektörü Karbonsuzlaşma Eylem Planı hayata geçirilmiştir.
Gaziantep Büyükşehir Belediyesi’ne ait 2018 yılında gerçekleştirilen sera gazı envanter çalışmasına göre şehirde binalardan kaynaklı sera gazı emisyonları toplam emisyonların %36’sını oluşturmaktadır.
Eylem Planı, Gaziantep şehrinde iklim dirençli Sıfır Karbon Bina* uygulamalarını yaygınlaştırmayı amaçlarken, yerel bina sektörünün mevcut durumunu ve bu sektörün karbonsuzlaştırılmasına yönelik geliştirilen eylemleri, eylemlerin kapsamlarını ve sürelerini içermektedir. Eylem planında yer alan Karbonsuzlaşma Eylemleri 4 ana bölümde değerlendirilmiştir:
- Yapı Malzemeleri,
- Mevcut Binalar,
- Yeni Binalar,
- Kentsel Planlama ve Dirençlilik.
Dönüştürücü eylemler, her ana bölümde “politika”, “finans”, “teknoloji” ve “teknik kapasite ve farkındalık” alt başlıkları altında gruplanmıştır.
Bina sektörü karbonsuzlaşma eylemlerini içeren belgede, “Toplumsal Cinsiyet Eşitliği” ve “Paydaşlar ve Kurumsal Düzenleme” başlıklı yatay konular da ele alınmış; sektörde, toplumsal cinsiyet eşitliğini desteklemek ve bina sektörü paydaşlarının çabalarını koordine etmek için bütüncül bir yaklaşım sunulmuştur. Eylem planı aynı zamanda, sektörün karbonsuzlaşması için iş modeli ve pilot uygulamalar da önermektedir.
Sıfır Karbon Binalar, enerji verimliliği oldukça yüksek, kalan enerji ihtiyacını yerinde yenilenebilir kaynaklardan veya yenilenebilir enerji santrallerinden sağlayan, yaşam döngüsüne ait operasyonel ve gömülü karbon emisyonları en aza indirgenmiş, ortadan kaldırılması mümkün olmayan emisyonların ise karbon dengeleme ile sıfırlandığı binalar olarak tanımlanmaktadır.
The Gaziantep Zero Carbon Building Sector Action Plan has been developed within the scope of the Zero Carbon Building Accelerator (ZCBA) project, through a meticulous collaboration with the Gaziantep Metropolitan Municipality.
According to the greenhouse gas inventory study conducted by Gaziantep Metropolitan Municipality in 2018, emissions from buildings constitute 36% of the total emissions in the city.
The Action Plan aims to promote the adoption of climate-resilient Zero Carbon Building practices in Gaziantep. It encompasses the current state of the local building sector, actions developed for its decarbonization, and the scope and duration of these actions. The Decarbonization Actions in the plan are evaluated in 4 main sections:
- Building Materials,
- Existing Buildings,
- New Buildings,
- Urban Planning and Resilience.
Transformative actions are grouped under "policy," "finance," "technology," and "technical capacity and awareness" in each main section.
The document addressing building sector decarbonization actions also covers cross-cutting topics such as "Gender Equality" and "Stakeholders and Institutional Structure." It provides a comprehensive approach to support gender equality in the sector and coordinates the efforts of building sector stakeholders. The action plan also proposes a business model and a pilot project for the sector's decarbonization.
Zero Carbon Buildings are defined as highly energy-efficient buildings, meeting the remaining energy needs from on-site or off-site renewable energy sources. These buildings minimize operational and embedded carbon emissions throughout their life cycle, and any unavoidable emissions are neutralized through carbon balancing.
